Joint Secretary MHA clarifies on order regarding opening of shops

• Hair salons & barber shops render services. Our order is applicable on shops which deal in sale of items.


• There is no order to open barber shops & hair salons. There is no order to open liquor shops too.
• Joint Secy(MHA)clarifies the order on allowing opening of shops. Says "In rural areas,all shops,except those in shopping malls allowed to open.


• In urban areas,except containment zones,all standalone shops, neighbourhood shops&shops in residential complexes allowed to open".

SC seeks Centre''s response on restoring 4G services in J&K

The Supreme Court on Tuesday asked the Centre and Jammu and Kashmir administration to file a detailed response on a plea seeking restoration of 4G services in the region, after the Attorney General told the court that militancy still poses a serious threat in the region.


A bench headed by Justice N.V. Ramana asked the J&k administration and the Centre to file an affidavit on a plea filed by an NGO (Foundation for Media Professionals) challenging the order issued by the administration on March 26 restricting internet speed in mobile data to 2G.
Attorney General K.K. Venugopal informed the apex court that militancy still poses a serious threat to peace in the region and cited the recent killing of a militant whose funeral was attended by nearly 500 people during the nationwide lockdown. The top court asked the J&K administration to file a detailed affidavit on problems it faced in providing 4G internet services in the Valley.


The plea contended in the backdrop of the ongoing lockdown that it is very necessary to provide connectivity in the region, and cited virtual classes of students that can only be carried out through high speed internet connectivity. The petitioners contended 4G internet speed will be useful in seamless connectivity, as patients, doctors and general public were unable to access latest information, guidelines, advisories and restrictions about COVD-19.
The petitioners also informed the top court that Lakhs of students are unable to get actively involved in the online classes, due to poor internet connectivity. The matter is scheduled for further hearing next week.


The plea filed through advocate Shadan Farasat termed 2G services as outdated and sought restoration of 4G internet services and alleged that the action of the administration violated Article 14 (right to equality), Article 19 (freedom of speech) and Article 21 (right to life) of the Constitution. The plea said that in the middle of the pandemic, where a nationwide lockdown is in place, the restriction of mobile internet speed to 2G is completely unreasonable, illegal, and unconstitutional.

Today's Report on Coronavirus from Ministry of Health

Report from Ministry of Health:
Mortality rate in our country is around 3.3%. An age-wise analysis will tell you that 14.4% death has been reported in age group of 0-45 yrs. Between 45-60 yrs it is 10.3%, between 60-75 yrs it is 33.1% & for 75 yrs and above it is 42.2%. If an analysis is done on the basis of co-morbid conditions, then you will find that 83% cases had co-morbidity. 1992 people across the country have cured,overall cure percentage is something around 13.85%.


Since yesterday 991 additional positive cases have been reported which takes confirmed cases to 14,378. 43 new deaths reported in last 24 hrs,taking death toll to 480. A positive trend has been noted in 47 districts across 23 states. No positive cases has been reported in the last 28 days in Mahe of Puducherry, and Kodagu of Karnataka. In 45 other districts, no new positive cases have been reported in last 14 days. Out of total 14378 cases, 4291 (29.8%) cases are related to Nizamuddin Markaz cluster from single source&affected 23 States&UTs. 84% cases in TN, 63% cases in Delhi, 79% cases in Telangana, 59% cases in UP & 61% in Andhra Pradesh are related to the event. Positive trend noted in 47 dists of 23 states. No positive case reported in last 28 days in Mahe of Puducherry,&Kodagu of Karnataka. In 45 other dists,no new positive case reported in last 14 days-22 dists in addition to those mentioned earlier

Important updates on COVID19 from various ministries

• 325 districts in India have no cases of COVID19

• Health Minister & MoS, Health held a video conference yesterday, with health functionaries and field officers of
World Health Organisation, in which micro-plan for clusters & outbreak containment of COVID19 at district-level was discussed.

• MHA is monitoring on daily basis incidents of violation of lockdown guidelines incl congregation of people & opening of shops & establishments. Instances of violence against health workers engaged in surveillance & quarantine measures etc are also being ascertained.


• Ministry of Home Affairs would take action under the Disaster Management Act against officers found responsible for such violations

• Cabinet Secretary has asked all State Chief Secretaries to ensure adequate arrangements for safety, shelter & food security of migrant labourers and stranded persons. He has asked States that Dist Collectors must appoint Nodal Officers who would be responsible for coordinating the arrangements for migrant labourers


• 2,90,401 people have been tested till date, of which 30,043 (26,331 tests done at ICMR's 176 labs & 3,712 tests at 78 private labs) were tested yesterday. The rapid anti-body test is not conducted for early diagnosis, it is used for surveillance purpose

• If a passenger has booked a ticket during the first phase of lockdown period (25th March-14th April), the airline shall refund the full amount; refund to be made within a period of 3 weeks from date of request of cancellation

Lockdown guidelines: Here's a list of economic activities that will be allowed after April 20

The central government has come out with a list of economic activities that will be permitted after April 20, 2020 in certain areas keeping in view the interests of farmers and daily wager earners.
The Ministry of Home Affairs issued an order delineating a list of activities that will be allowed after April 20, 2020 and those which are prohibited



"The activities prohibited across the country include travel by air, rail and road; operation of educational and training institutions; industrial and commercial activities; hospitality services; all cinema halls, shopping complexes, theatres, etc.; all social, political and other events; and opening of all religious places/ places of worship for members of public, including religious congregations. based on relaxations granted to areas after scrutinising their performance in containing the Covid-19 disease," read the order.


However, as Prime Minister Narendra Modi announced that some relaxations will be permitted after April 20, 2020 based on carefully monitoring the performance of blocks, districts, states in tackling the Covid-19 disease in their respective areas, the home minstry has issued guidelines regarding permission to certain economic activities from April 20, 2020 onwards.

"The permitted activities from April 20, 2020 are aimed at ensuring that agricultural and related activities remain fully functional; the rural economy functions with maximum efficiency; employment opportunities are created for daily wage earners and other members of the labour force; select industrial activities are allowed to resume their operations, with adequate safeguards and mandatory standard operating protocols (SOPs); and the digital economy," read the order from home ministry.
The following economic activities will be permitted as they are crtitical for agricultural sector and job creation while strictly adhering to protocols in those areas where safety is paramount to contain the spread of Covid-19. These will be operationalised by state /UTs/ district authorities based on compliance with existing guidelines. These will not be applicable to containment zones demarcated by respective states and UTs

Ministry of Home Affairs (MHA) issues National Directives for COVID19 management. Wearing of face cover is compulsory in all public places, workplaces. Spitting in public places shall be punishable with fine.


Here's a list of activities which will be allowed after April 20, 2020:
1. Transportation of goods will be permitted without any distinction of essential or non essential.

2.Farming operations, including procurement of agricultural products, agriculture marketing through notified Mandis and direct and decentralized marketing, manufacture, distribution and retail of fertilizers, pesticides and seeds; activities of marine and inland fisheries; animal husbandry activities, including the supply chain of milk, milk products, poultry and live-stock farming; and tea, coffee and rubber plantations are allowed to be functional.
3. To provide an impetus to the rural economy, industries operating in rural areas, including food processing industries; construction of roads, irrigation projects, buildings and industrial projects in rural areas; works under MNREGA, with priority to irrigation and water conservation works; and operation of rural Common Service Centres (CSCs) have all been allowed. These activities will create job opportunities for rural labor, including the migrant labor force.
4. Manufacturing and other industrial establishments with access control have been permitted in SEZs, EoUs, industrial estates and industrial townships after implementation of SOP for social distancing. Manufacture of IT hardware and of essential goods and packaging are also allowed. Coal, mineral and oil production are permitted activities. It is expected that the industrial and manufacturing sectors will see a revival with these measures, and will create job opportunities while maintaining safety protocols and social distancing. At the same time, the important components of the financial sector, e.g., RBI, banks, ATMs, capital and debt markets as notified by SEBI and insurance companies will also remain functional, with a view to provide enough liquidity and credit support to the industrial sectors.
5. Digital economy is critical to the services sector and is important for national growth. Accordingly, e-commerce operations, operations of IT and IT enabled services, data and call centres for Government activities, and online teaching and distance learning are all permitted.


Commercial and private establishments:
*Print and electronic media including broadcasting, DTH and cable services.
*IT and IT enabled services with up to 50% strength
*Data and call centres for government activities only
*Govt approved Common Services Centres at Gram Panchayat level.
*E-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions.
*Courier services
*Cold storage and warehousing services, including at ports, airports, railway stations, container depots, individual units and other links in logistics chain.
*Private security services and facilities management services for maintenance and upkeep of office and residential complexes.
*Hotels, homestays, lodges and motels which are accommodating tourists and persons stranded due to lockdown, medical and emergency staff air and sea crew.
*Establishments used/ earmarked for quarantine facilities.
*Services provided by self employed persons like electrician, IT, repairs, plumbers, motor mechanics and carpenters.
6. The revised guidelines also permit all health services and the social sector to remain functional; public utilities to function without any hindrance; the supply chain of essential goods to operate without any hindrance; and, important offices of Central and State Governments and local bodies to remain open with required strength.

In Union Territory of jammu & Kashmir till date 51320 no. ot travellers and persons in contact with suspected / positive cases have been put under surveillance. 9153 in Home Quarantine (including facilities operated by Govt.), 235 in hospital isolation, 433 in Hospital Quarantine. 29718 in Home surveillance. 11777 completed their 28 days surveillance period. Outcome of COVID-19 laboratory lesls, 3355 negative, 245 tested positive (235 Active Positive, 06 recovered, 04 Deaths). 21 new positive cases have been reported from UT since our last update. 04 from Jammu Division & 17 from Kashmir Division. In Jammu, woman tests positive after childbirth

A woman who delivered a baby at SMGS Hospital here on Friday evening tested positive for Covid today. The labour room staff, including doctors, will now have to be quarantined.

Sources said the hospital administration was preparing a list of those who attended to the woman belonging to Akhnoor subdivision.



The woman had no travel history and the authorities would have to carry out contact-tracing as well, said a source. Fresh samples of the mother and child had been sent for test.

This is the first case of a Covid-19 positive patient giving birth here. “There is panic among staff, patients and attendants as the labour room often remains crowded with patients,” the source said.



A doctor said after C-section, the woman developed respiratory problems. “A test was done and she tested positive,” the doctor said.

CMs push for lockdown extension, India sees sharpest rise in Covid-19 cases: 10 points

With 40 deaths and 1,035 new coronavirus cases in the last 24 hours, India has witnessed the sharpest ever increase in Covid-19 cases.


As per the latest figures released by the Ministry of Health, the total tally of the infected people in the country rose to 7,447 on Saturday.

Prime Minister Narendra Modi on Saturday held a meeting with all chief ministers via tele-conferencing on the prevailing coronavirus situation in the country and the possibility of extending the nationwide lockdown beyond April 14.



The Covid-19 tally in Maharashtra nears 2,000 while the number of total cases in Tamil Nadu and Delhi sharply inch towards the 1,000-mark.

Here are the key developments:
1. Chief ministers like Punjab CM Captain Amarinder Singh and Delhi CM Arvind Kejriwal, among others, urged PM Modi to extend the nationwide Covid-19 lockdown by at least a fortnight to tackle the coronavirus crisis.

2. In a meeting with chief ministers, PM Modi was seen wearing a mask, so were the various leaders of the states. “I am available 24x7. Any chief minister can speak to me and give suggestions (on COVID-19) anytime. We should stand together shoulder-to-shoulder,” PM Modi said.

3. With 40 deaths and 1,035 new coronavirus cases in the last 24 hours, India has witnessed the sharpest ever increase in Covid-19 cases, news agency ANI reported.
4. Maharashtra has reported 92 new Covid-19 cases, mostly from Mumbai. The tally, as per the state health department, has jumped to 1660. As per the Ministry of Health, Maharashtra has a total of 1,872 coronavirus cases of which 1,574 are active cases, 188 people have recovered and 110 patients have died.

5. Kerala on Saturday reported its third coronavirus death.



6. After Maharashtra, Madhya Pradesh records the worst coronavirus death rate with 33 fatalities.

7. The West Bengal government has decided to impose a complete lockdown in 10 Covid-19 hotspots across the state that include parts of Kolkata as well.

8. Leaders of various national political parties like Mayawati and MK Stalin also pushed for a nationwide lockdown extension.  

9. Rajasthan government said it will offer Rs 50 lakh to kin of those government employees who die of coronavirus during anti-Covid-19 operations in the state.
10. On Friday, Delhi reported as many as 183 new coronavirus cases - the highest jump so far for the national capital, news agency PTI reported.

Jammu BJP raises concerns over new J&K domicile rule with national leadership, Amit Shah

Only the lower level jobs will be reserved for locals and the higher level jobs will be open for all, the party unit says

The Ministry of Home Affairs’ reply to a parliamentary panel on February 18 stated that there were over 84,000 vacancies in J&K, of which 22,078 vacancies pertained to Class IV jobs, 54375 to non-gazetted and 7552 vacancies in gazetted posts

The notification of domicile rules for the newly created Union Territory of Jammu and Kashmir has the Jammu unit of the BJP worried and upset, as it not only loosens the criteria of who can claim domicile but only keeps lower level jobs reserved for locals with higher level jobs open for all.
The local unit flagged these concerns with the party’s national leadership and also with Union Home Minister Amit Shah.

Recruitment and domicile rules under Jammu and Kashmir Reorganisation Act, 2020

Domicile for purposes of appointment to any service in Union territory of Jammu 
and Kashmir.

Any person who fulfils the following conditions shall be deemed to be a domicile of the Union territory of Jammu and Kashmir for the purposes of appointment to any post carrying a pay scale of not more than Level-4 (25500) under the Union territory of Jammu and Kashmir or under a local or other authority (other than cantonment board) within the Union territory of Jammu and Kashmir:-

(a) who has resided for a period of fifteen years in the Union territory of Jammu and Kashmir or has studied for a period of seven years and appeared in Class 10th /12th examination in an educational 
institution located in the Union territory of Jammu and Kashmir; or

(b) who is registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the Union territory of Jammu 
and Kashmir.

 (2) Notwithstanding anything contained in sub-section (1), following persons shall be deemed to be domicile under sub-section (1) :-
(a) children of those Central Government Officials , All India Services Officers, Officials of Public Sector Undertaking and 
Autonomous body of Central Government, Public Sector Banks, Officials of Statutory bodies, Officials of Central Universities and recognised Research institutes of Central Government who have served in Jammu and Kashmir for a total period of ten years; or
(b) children of parents who fulfil any of the conditions in sub-section (1); or
(c) children of such residents of Union territory of Jammu and Kashmir as reside outside Union territory of Jammu and Kashmir in connection with their employment or business or other professional or vocational reasons but their parents fulfil any of the conditions provided in sub-section (1).

No person shall be eligible for
appointment to a post carrying a pay scale of not more than Level-4 (25500) unless he is a domicile of the Union territory of Jammu and Kashmir.


Issuance of domicile certificate:
(1) Tehsildar within his territorial jurisdiction shall be the Competent Authority for issuance of domicile certificate:
Provided that the Government of Union territory of Jammu and Kashmir may notify any other officer to be Competent Authority for issuance of domicile certificate.
(2) The applicant may apply in such form as may be prescribed to the Competent Authority who shall after verification issue such certificate in such form as may be determined by the Competent Authority.
(3) Any person aggrieved by the order of the Competent Authority may file appeal before the concerned Deputy Commissioner who shall decide appeal, providing an opportunity of being heard to the parties, within a period of sixty days.
